This API namespace permits to obtain comments and history information for individual segments or many segments.
Actions:
- Get comments for segment/s
- Get revision history of segment/s
- Add, update and delete comments
The API methods are:

- Method to get the people we can send notifs to
- Method to notify a comment by cmid and a list of person ids (notifs are done after adding/updating)
- Method to get comments/revisions for a complete scope
